接入平台 env-config：新增 PropertyEnvConfigSource 激活免登录 GET /api/env-config?target=front（线上值经 YH_ENV_CONFIG_SOURCE_FRONT / Nacos 键注入，projman 维护）；新增 EnvConfigApiIT 真实端口验证匿名旁路 CAS（surefire 追加 *IT，连本地 bsch_notice_test 自动建库）
