feat(notice): 移动端 API 接口面（/mobiapi）——路径常量闭集、访问拦截器与控制器
- Config：API_PATH 由通配 /{platform} 收敛为 /api（PC 管理端，CAS 会话），新增 MOBI_API_PATH=/mobiapi（移动端，平台 Bearer token）
- 新增 MobiAccessInterceptor：移动端访问拦截（token 校验）
- 新增 MobiWebMvcConfig：挂载 /mobiapi 前缀与拦截器
- 新增 BaseMobiController / NoticeMobiController：移动端通知接口
- 随附测试：MobiAccessInterceptorTest / MobiWebMvcConfigTest / NoticeMobiControllerTest
